Recently I have not needed it if all Windows 10 machines
Edit: Basic Things to check:
1. Find the IP address eg. \\192.168.1.123
... Use this in case the PC is not visible.
2. Be sure the User has a password. (No blank passwords)
3. Be sure of the correct User Name (Look in the Users folder)
4. Be sure network discovery and sharing is turned on.
5. Be sure at least one folder is shared.
6. Remember to ping to verify availability.
(Even with two Windows 10 machines networking can be a pain in the butt.)
... On our Windows 7 PCs upgraded to Windows 10 we ignore the Network browser interface.
After connecting through IP we map the drive and pin the link to Quick Access. This applies to outgoing from the 10 upgrades and inbound.

Edit: Ok, I'm on 1809 and same issue . . . so, instead of using my actual user name, I tried "Admin". Guess what? What the heck?
This laptop Win 10 Home 1803 (Home came on the laptop and I was too lazy to change)
I can see the Windows 7 PC but get credential request no matter what I change. No user name or password combination will work.
It would be reasonable, then, to blame the 1803 PC.
It appears to not be the Win7 machine demanding credentials but the 1803 PC.
(Yes I have tried setting up credentials to no avail.)
(I have done SFC /Scannow)
(I have turned on every Windows Feature / Service I can find searching the problem)
(If you suggest reboot, I will slap you.)

1] Check Function Discovery Resource Publication Service
2] Ensure that SMB 1.0 is manually enabled
3) Try Complete Internet Repair Tool (in SyMenu)
Use it to: (These are the commands for manual)
netsh winsock reset
netsh int ip reset
ipconfig /release
ipconfig /renew
ipconfig /flushdns
4) Reset the network
