Crazy Error I had not seen before. Pin not available blah blah.
I restarted a few times and it finally worked.
If it doesn't some say to do this and the old pin will work. They use the term "passowrd" so I don't know if they are talking about a local account or not.
I haven't had to try this yet.
Shift Restart to enter recovery
Troubleshoot to CMD
regedit
May need to "load hive" to get to it
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\PasswordLess\Device
DevicePasswordLessBuildVersion (If not present, create the dword value)
set to 0
If loaded hive, unload it
Others say to delete the Ngc folder and Windows will recreate it.
C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc
